The difficulties which exist in the management of any new or half-finished city such as Victoria, necessitate even a departure from many rules which theoretical science in drainage works may declare to be necessary; and I maintain that in all arrangements connected with the laying out of Lands for sale, so long as it has done for 20 years without any material damage.
